Access to a Windows engine that allows drag and drop between programs in Python 3

Question

I can click and drag the link in Firefox to my taskbar and place the cursor on the icon for Word, which will come to the fore and allow me to delete the link in the Word document.

I need a Python program to be able to accept links in exactly the same way. What system name allows you to do this (OLE?) And how can I access it with Python? Are there platform-independent tools (such as a similar system that will run on MacOS)?
