I do not think this is a legal problem. The label "Legal" is actually a link (possibly UIButton?) That points to a legal document.
The sole purpose of MKMapSnapshotter is to create images for the specified area of the map / rectangle. The conclusion is an image in which a “legal” link will not serve any useful or legitimate purpose.
Also note that MKMapSnapshotter is the official Apple API, in other words, it is Apple, not you, which actually removed the "Legal" / link shortcut.
