Failed to create commercial sandbox account for google wallet api for digital goods

Question

I am trying to integrate my django web application with google wallet api for digital payment processing goods. I use this tutorial: https://developers.google.com/wallet/digital/docs/tutorial

To create a trading sandbox seller account, I click https://sandbox.google.com/checkout/inapp/merchant/signup.html . After filling out the form and click submit, I get an error message:

An error occured completing the registration. More details

I cannot create a merchant id or key.
