Are there speed limits for silent push notifications in iOS 7?

I saw one link to restrictions on silent push notifications: "Silent clicks are limited by speed - several minutes per hour"

(From WWDC 2013: http://devstreaming.apple.com/videos/wwdc/2013/204xex2xvpdncz9kdb17lmfooh/204/204.pdf )

I did not see this documented anywhere, and in our experiments we did not see such a limit. Does anyone know if this should be taken into account? All descriptions of conventional APNs seem to imply that there is no limit, and although they are not necessarily received in real time, they must be delivered.

We study the use of silent notifications as often as once per minute for each device, therefore, without clogging the device every few seconds, of course, more than a few hours per hour.

Yes and no. Apple says they are, but you can send as many as you want, and the APNS server will take care of the surplus. See There: http://www.objc.io/issue-5/multitasking.html
