What is the AppleBasebandManager framework in iOS 7?

In iOS, there are two kinds of frameworks: government structures and private frameworks. Access to public structures can be used in the application Store applications. Private frameworks are intended for use only by Apple applications and are more unstable with respect to firmware changes, but many of them have interesting features that are in private frameworks.
