Difference in String.substring () implementation between JDK 6 and JDK 7

I heard that String.substring () in Java has some implementation difference between JDK 6 and JDK 7. Can someone shed some light on the improvements or risks that may result from this change? Is this a change in JVM level or a change in class level?

My question is why this change and possible risks are associated with it.
