JQuery plugins native manifest / npm file

Why do jQuery plugins have their own manifest .jquery.jsoninstead of using npm and its package.jsonone?

It seems to me that the important deals are: dependency management and hosting files that npmjs.org is already very good at ...

Does anyone know about this?
