Google Drive webContentLink for files that are not public, launched 403s production

Our intranet uses the Google Drive SDK to create links to a large number of documents stored on disk. I am using the webContentLink property of a file that creates a link that looks like this:

https://docs.google.com/a/hda.org.uk/uc?id=0B0H_jrqJX7xeWkNRM2hXd1ExMUE&export=download

For publicly accessible files that still work just fine to download the file, but for files that only staff are connected to, they set about creating the Forbidden Error 403 page. All this worked until the beginning of this week, when the 403s began to appear. Users register with cookies installed and can access files if they go to disk but cannot use webContentLink to download them.
