Chrome scrollbar not working on Select drop down element

Question

I have a select element containing about 80 elements. When I click an item, the selection drops by about 300 pixels and displays about 20 items, and the scroll bar on the right is scrolling down. No problems. In Firefox, IE, and Safari, I can drag this scrollbar down to scroll through other elements, but not in Chrome. In Chrome, the only way to scroll items is with the mouse wheel (which also works with FF, Safari, and IE). The panel is present in Chrome, but it cannot be dragged.

Does anyone know what is going on with Chrome?
