403 speed limit after only 1 insert per second

My application sometimes (once a day) works with a bulk insert of about 1000 files. After a few inserts, I start getting 403 responses to speed limits. Since my application inserts inserts sequentially, my attempt to insert a speed is never higher than 1 per second.

I checked that I have billing enabled and that my quota limits are 100+ per second, so I don’t understand why I am throttled so much. The consequence of this is that the insert takes more than an hour, which is not a great advertisement for Drive: - (

The answer seems to be that the drive will allow up to 30 or so insertions until rejected with 403 errors. The exact number and speed at which the speed limit is limited are not published. See also 403 speed limit per insertion sometimes succeeds

You need to implement exponential shutdown as described in the Google documentation.

You can change the speed in api console. Set it to a higher value, for example 10000 / s.
