No, you cannot know if the user rated the application. But when you send the user to the appStore, we faithfully assume that the user will evaluate the application. You, unfortunately, do not know this, because the apple will not give you feedback on this. The best you can do is give them the β€œspeed of my app link” and assign them points if they click on it.

Another option is your own Apple ID (manual verification on a website).
