How are JIRA and Subversion integrated and how to use them?

I spent some time on the JIRA website and here, but still could not understand. I have the background ClearCase ClearQuest and RTC. for example, in CCCQ integration, when a developer checks a file, he may select a task / error from CQ due to integration.

I installed JIRA and Subvertion and the JIRA Subversion plugin. Now it was not possible to understand how to achieve the same as with CCCQ integration.

Please give me step-by-step instructions. Thanks.
