In Windows 8, all applications will automatically create a tile for them in the Start menu during installation; You do not need to take any additional steps to do this.
In Windows 8.1, this behavior changes, and new installed applications are NOT automatically added to the user's Start menu (they will be added to the Services list). In Windows 8.1, the user must explicitly go to the list of applications and add applications to their Start menu. I found a quick video of this here .
