Converted MP3 format does not support 11025 and 22050 Sample rate

I use LAME Encoder for converted Caf to Mp3 format. I am fetching 11025. The LAME encoder converts caf to mp3. But the converted mp3 file gives extra noise and durability. The problem is the same as for the 22050 sample rate.

But it works successfully for a sampling frequency of 44100. Is there a way to change the size of the mp3 buffer for a sampling frequency of 11025 and 22050.

I think the problem is in .caf. You must change the .caf sampling rate to 11025 or 22050, and then use LAME. But I do not recommend using both 11025 and 22050 for them, this will make the sound bad.
