Powerline works great in gvim, but any terminal emulator lowers the color backlight, including the console.
It turned out that I needed CSApprox, available as a vim script or AUR package .
I had the same problem, the solution for me was to use "xterm-256" as the specified terminal type. (I am using iterm2).
For me I had to add
set t_Co=256
before ~/.vimrc .
