IpOverUsbSvc Error

I have a problem with the phone window with visual studio 8. In the window "Register Windows Phone Developer" I get "it is impossible to connect to the phone." The report also says: "For Windows Phone 8 phones, make sure that the Windows Phone IP Over USB Transport service (IpOverUsbSvc) is running. I have followed the instructions on this site and this service is running. I still get the same problem. What can I do ?

Remove devices from Device Manager to those described here . In addition, I had to remove my Lumia devices from Other Devices. Also try restarting the IpOverUsbSvc service .
