Paypal Development "At least One Feature Must Be Enabled"

I created an application on developer.paypal.com

But my application status shows:

Status: additional information required

When I try to click to accept a payment, a message is displayed on the site:

At least one feature must be enabled.

Update: It is unclear what the problem is in supporting other countries. The rest of the api currently only works for the United States.

Is this for a classic API application or for accessing REST credentials?

There is a messaging system through the classic API site, which you can use to respond to requests in the App Review team.

When you set up your account to send applications, do you add a first and last name? There is a problem with users without this information, including the inability to send the application.
