Can I manage other physical devices via USB?

I want to control a physical device that is connected to my Android phone via USB. Here, a physical device means any device (such as a camera, computer, etc.) that can be connected to my Android device via USB. I want to control this device from my phone. Is it possible?

run adb_win http://smart-dog.appspot.com/download/ADB_WIN.zip and connect to it using the tightvnc viewer. it worked for me
