Apache server gives 403 forbidden reboot errors to install phpmyadmin

By car ec2 amazon linux. I installed apache / mysql / phpmyadmin to create an intial instance. I can view phpmyadmin without a problem, but when I restart apache httpd daadon it throws

'You don't have permission to access /phpmyadmin/index.php on this server' 

after logging in.

I checked httpd.conf and

 'DirectoryIndex index.html index.html.var index.php' 

his index.php, which he is referring to. Is there anything else to check (noob bit in this admin article). The fact that he gives me a login screen means serving the content.

I had the same problem and I think I needed to add

AllowOverride All

in httpd.conf inside the <Directory ...> entry describing my PHP code. Let me know if this does not help, and I will double check the apache configuration.

 setenforce 0 

He instantly fixed it.
