Cannot access kooaba wine label public API database

Question

I am using the kooaba API for image recognition. I recognize the image that I upload in my account, but I want to access the public kooaba API database for label recognition. What do I need to do? Whether they are provided only in the Paid API. please help. here is the link http://www.kooaba.com/en/developers . thanks
