Failed to add class library dlls in Windows Phone 8

Question

I can’t see the unlock button, and that means it’s already unlocked, right! but they were unable to add a link to the class library to my Windows Phone 8 application and the error "Link to a higher version or incompatible build could not be added to the project. Please help me!
