Core Animation Tool - FPS of 60

Xcode's Core Animation tool shows the number of frames displayed per second, but not the frame rate in the traditional sense. If nothing moves on the screen, 0 FPS displayed, not taking into account the fact that it displays a static image with a maximum frame rate (presumably 60 FPS).

Is there a way to observe the FPS values ​​as they all determine?

This is not how everything works. If nothing changes on the screen, then frames are not displayed and therefore the frame rate is zero. The screen is still updating at 60 frames per second, but this always happens at 60 frames per second, whether or not new frames are available.
