Amazon SES - email address not verified error - product access enabled

I use phpmailer to send SMTP mail with credentials from Amazon SAS.
I get the following error.
My access to products on SES is included.

View documentation. From address should be checked both for the sandbox version and when "access to production" is enabled.

You are trying to send an email from an email address or domain that has not been verified with Amazon SES. If you do not already have access to the products, you also need to check the recipient address.
