How to create libpng using mingw

I cannot find any easy way to do this on Google. I try this , but make says: "no target found that the make file was not found. Stop." First I went into the lpng162/scripts directory where I can find the makefile for gcc, but I am new to this makefile and I don't have vstudio to easily create it. Please help. I can not make it work. I ask this question to solve my other problems by linking this libpng16.lib file my.dll. This is the only solution I can think of.

In any case, I figured out how to make this make file. I just go to lpng16 / scripts and I found many makefiles with file extension. I choose gcc because it is only familiar to me. I removed the name extension and placed it in a directory where I can find the headers and source files. I do not know why they do not include this instruction in the manual or it is simply hard to find there. (just a question about noob)
