I can not find any documentation or link to download and share images on Google +.

Is this action supported in google +?

Their instant exchange seems to take a sketch of the sketch, but I do not want the image to be placed on my site after it is created and shared by the visitor.

You have several different options, but I'm not sure if any of them are really what you are looking for.

Google+ really does not allow external applications to download and publish something automatically.

As you have already noticed, the closest thing you can get is to create a moment for their exchange. And although there are similarities with Instant Upload, it is not identical. You can probably use the data url to encode and store the image as part of the moment, but I have not tested this.

Another alternative is to use the Google Drive API to store the image on their disk to allow viewing the image publicly, get a link for it, and use this link as a thumbnail. Similarly, you can use the Picasa Web Album Data API to store the image. Both have good but excellent integration with Google+. The former is more modern, while the latter has more features designed for images.
