Heroku and European safe use practices?

We are working with a client who wants to start working in Europe, and there are concerns if Heroku will comply with the rules of Safe Harbor in Europe. I did a few googling, but most of the questions seem to be from 2011 without a clear answer.

Does anyone know if you have an update? Can we host a website for a European client on Heroku?
