Whenever I try to get a developer license in Windows 8 Professional with WMC for Visual Studio Ultimate with Blend, I get this error:

We could not get a developer license for Windows 8. (Error 0xC03F1014)

How to fix this error to get my developer license?

If your copy of Windows 8 is hacked or activated illegally, you will receive this error.

If for some reason you do not want / cannot get a legal copy by turning off the crack in order to return to the trial period, acquiring a license and then reactivating it, it should fix this problem.

Try the following:

  • Create a temporary user account in Windows 8
  • Install a new copy of VS 2012

Now try again. Now it should work, and then log out again and return to the normal account. Now build applications and deploy them. Hope this works for you.

This situation happened to me after installing Windows 8 Pro Upgrade as a CLEAN installation. The problem was that the valid license key was not activated because the previous version of Windows was not updated. Since it was not activated properly, the Developer License was also not registered.

The following steps allowed me to activate a clean install:

  • Run Registry Editor (regedit)
  • Locate the following key: HKEY_LOCAL_MACHINE \ SOFTWARE \ Microsoft \ Windows \ CurrentVersion \ Setup \ OOBE
  • Change the value for 'MediaBootInstall' from 1 to 0
  • Open an elevated command prompt (run as admin)
  • Run the following command: slmgr -rearm
  • Reboot
  • Open an elevated command prompt (run as admin)
  • Run the following command: slui 3
  • Activate a valid Windows 8 Pro license key.

After my Windows 8 was activated correctly, the developer license was updated without problems!

I had the same problem, with additional information that there was a network problem (although my network was ok).

For me, the problem was that my own user is a limited / regular user and does not have administrator rights. I received a UAC invitation when I tried to get a license, and I raised this process to use a separate administrator account, but that did not work.

What worked, however, was logging out of my regular user, logging in as my administrator account, and trying to get a developer license this way.

Thus, it is obvious that running as a privileged user is not what VS2013 appreciates in scenarios like this. I'm not sure why there is a difference between elevating a process through UAC and logging in as an elevated user.
