This post has a similar question / answer, I believe that this is purely a performance optimization, since scrolling will require the browser to redraw / draw the DOM: it will be a lot of resources. As for long-term printing, this may be due to the browser awaiting an understanding of what needs to be done next, i.e. Selecting an area to copy / paste or launch the context menu of browsers.
