The oAuth manage_pages scope is required, but there is no request to manage your pages

Question

I have working code to ask the user to grant manage_pages permission to my application during the oAuth process. This code has been around for many months and has not changed. When I test the steps, in "Your App Name Here" you want to request permission for: popup, I clearly see the permission request "Manage your pages."

I have a client that performs the same steps as me (I sent a document with screenshots and looked at WebEx), when it lands on a page requesting certain permissions, the permission "Manage your pages" is not specified.

Does anyone have an idea why this permission will not be available for one Facebook account and not another?
