Strange choice behavior in Firefox

I have a problem that occurs only in Firefox (v.16.0.2) and only in some select blocks. When the selection button is pressed, the drop-down part is displayed at the bottom of the page, and not directly below the selection window itself (see Image at the end of the question).

All fields have direct HTML, for example:

<select name="province" id="Province"> <option value="0">Please Select...</option> <option value="1">Alberta</option> <option value="2">British Columbia</option> </select>

We have these types of inputs throughout our system, but they are found only on certain pages, and then only in some of the selection fields on these pages. For example, if a page has a province / state selection field and a country selection field, only the province / state will be split.

I compared CSS and Javascript between pages and chose fields that work and those that don't work, and I don't see the differences. Has anyone seen this type of problem before?

Edit: if I have Firebug open, the dropdown part jumps (down to the bottom of the page and then back to the selection box), but it comes back and works fine.
