Turning a Hebrew Word into English Symbols

I need open source Java code that converts a Hebrew string to a string with English characters, for example: converts the word "שלום" to "shalom"

You can use the ICU transliterator. http://userguide.icu-project.org/transforms/general#TOC-Script-Transliteration

Another way you could go is to use a Unicode transliterated font, but this will only work for display, which will not help if you really need the equivalent of "English" or "IPA".
