Should the version of the useful version have version 1.0?

Found this related post https://stackoverflow.com/questions/7139/should-a-first-release-be-an-0-1-version-or-1-0b , but this is not about Ruby Gems. I am asking about best and common practice for Ruby Gems.

I will start from 0.0.1 and probably to 0.0.10 when it will be fully tested and ready to use.

Does it make sense to leave the version at 0.xx? Or does this mean that the gem is beta and not stable and not ready for use? Is it better to install version in 1.0.0?

Hosting on RubyGems and GitHub.

Thanks to the mate, the documents at semver.org say yes, the software release should be at least v1.0.
