I wonder why Blend for Windows 8 removed the "make to user control" function

I like the custom user control, it uses it with Blend 2, I wonder why now we can’t select the grid and integrate more into the user control in Windows 8? We need to add a new element, and then manually add the entire grid to the newly created user control. Any ideas on this? Is this a bad practice?

As you know, Blend for Silverlight 5 is still a buggy beta, so be happy to have a Blend version for the winRT ^ _ ^ # application, I love xaml and blend, but I'm sure you have to wait a long time before receiving and updates.
