PayPal Refund URL Not Working

I have a form like this:

The problem is that after payment I need to sing the user on my site and return it does not work. When I tried to pay something in the paypal sandbox, it does not return ...

go to your PayPal sales agent account → Settings - Website sale settings → Automatic return to the website Payments, turn on the switch, by default it should turn off. Hope this helps you.
