WP7 RTM Emulator displays framecounter and dx data on rights - is this the default value?

Any application that I create in the RTM version of Windows Phone 7 tools displays framecounter, memory, and gpu diagnostic information on the right side of the emulator screen.

I changed the settings / settings - is this the default behavior of the RTM emulator?

Emulator no. Default apps, yes. (if debugger is connected)

If you look in App.xaml.cs, you will find this code in the auto-generated constructor:
