Why was the proposal for decimal floating point arithmetic not accepted in C ++ 0x?

Why wasn’t the decimal type adopted in C ++ 0x (now C ++ 11) either a full-fledged type or a class?

C ++ 11 rushed very quickly. They really could not get around, including all the old things that came. In 2009, it became obvious that it would be rather late, and they simply did not consider it. However, N3407 points to a proposal to accept it (hopefully) C ++ 17.
