In previous versions of the MQ client, of course, it was not included in the standard client (the transaction client had costs / consequences for licensing).
However, from the announcement date of WMQ v7.5 onwards, it is now included in Standard Clients in versions 7.0.1 and higher.

Due to the availability of WebSphere MQ V7.5, the features previously shipped with the Extended Transactional Client are included in the standard WebSphere MQ client.

Wider access to the advanced transactional client for all clients The advanced transactional client allows clients to configure their WebSphere MQ client to participate in the transactional unit of work when exchanging messages to the MQ server. Using this client without a fee was previously limited for clients using WebSphere Application Server, WebSphere Enterprise Service Bus, or WebSphere Process Server as a Transaction Manager. With the announcement of WebSphere MQ V7.5, Extended Transactional Client is available for use in all client deployments without additional rights. This includes all supported versions of the WebSphere MQ client connecting to any supported version of the WebSphere MQ queue manager.
Due to the availability of WebSphere MQ V7.5, the features previously shipped with the Extended Transactional Client are included in the standard WebSphere MQ client. Customers using WebSphere MQ V7.0.1 and WebSphere MQ V7.1 benefit from using the advanced Transactional Client at no charge from the date of this announcement. IBM provides updated code, including updated license information. Customers can take advantage of this by downloading and accepting this new License Information.
