Table-of-content div in the wrong position when exporting in org mode

Question

Environment: Ubuntu 12.04 32bit. Emacs 24 with integrated org mode.
Played on another ubuntu 12.04 with an almost identical emacs (home laptop) configuration. Setup as in: http://www.mail-archive.com/ [e-mail] /msg11528.html

Purpose: use \cite{} in .org and export to html.

In the html export, the div table-of-content was inserted into some other block, which often messed up the display. Has anyone noticed the same problem?

The org mode allows direct control over the location of the table of contents, as in http://orgmode.org/manual/Table-of-contents.html . Just insert [CONTENT TABLE] before the first heading.
