I am working on the Mandrill team and saw your question and thought I could help. I do not have access to the MailChimp support queue, but I thought that I would add some information about using Mandrill, since Mandrill is probably suitable for the type of emails you send.
With MailChimp, as it is intended for bulk email, you absolutely must allow recipients to unsubscribe. There is no way to remove the unsubscribe link, and the MailChimp system is designed to detect when there is no unsubscribe link and stop sending emails. Adding back people who previously unsubscribed is problematic, and MailChimp's list management features are designed to prevent the addition of people who unsubscribed in the past.
However, Mandrill does not strictly require a link to unsubscribe, because, as a rule, people cannot unsubscribe from transactional and one-time emails or notifications. You can send any legal, non-spam, messages via Mandrill (including bulk email). If you send in bulk, you just need to know and abide by the laws and rules that govern your emails (for example, link requirements for unsubscribing).

If you use SMTP integration, you can specify up to 1000 recipients for the To: field. If you use the API, you can specify as many recipients as needed in the 'to' array: https://mandrillapp.com/api/docs/messages.html#method=send
