AIDE allows you to develop Android on Android. It works well on most Android tablets.

Eclipse wont works on Windows RT before porting it, but Windows 8 on tablets easily launches eclipse (and everything that works on Windows 7). Thus, you can either go the way of Android, or wait until the surface is running Windows 8.
