Is the C ++ CLR Windows Forms Application giving all the benefits of C ++ and C # combined?

If I decided to create a Windows Forms application for the C ++ CLR, does this mean that I can use the entire set of C ++, as well as all C # .NET libraries?

I apologize if the question sounds silly, but I would really like to know whether to use the CLR or not.
