Open Configuration Manager and select the check box to build the configuration configuration.
In the "Tools / Options" / "Projects" and "Solution" / "Build and Run" section there is a "Combobox" called "On run when the projects are out of date." Select Always Build.
It looks like the project is not installed on Build in Configuration Manager . Double check it here: Build -> Configuration Manager
