At http://code.google.com/intl/es-ES/appengine/docs/quotas.html#Channel you can read that with billing enabled, the maximum channel creation speed is 60 creation / min. Does this mean that we can only create 86,400 Channels / day. This is a very low rate, right? And if I appreciated that I could have peaks, for example: 4000 creations / minute ... What can I do? 60 creations / minute - several creations if channels 1-1 ... Is this correct?

My interpretation of this section is that you cannot create 4k connections per minute. Here's how I might think about it: in ANY 1-minute period, you can create no more than 60 channels. For example, you can create 60 channels at time T. Then, over the next 60 seconds, you cannot create them. Or you can create 30 at time T. Then create a channel every 2 seconds.
