How to interpret a Football Manager database file

Is there a way to view the default database file that comes with the FM release, for example, the file "basic_people_db.dat" in " <fmdir>\Football Manager 2012\data\db\1200 ".

I mean either converting it into a readable format, for example, a spreadsheet, or loading it into some database directly ...

I highly doubt it.

If the DAT file is a common "data file", the program that created the DAT file is your best bet to open it.
