Both the initial incubator projects and the OSGi console tutorial note that:

History is a buffer that saves each command line when reading a new line character before passing it to the shell input stream. Using the up and down arrows, the user can navigate through the history .

Through -console 5555 you can open a port that you can connect to. If you connect telnet to the OSGi console, the new console is included at the end of the Eclipse 4.2 support tab and command history.
