App Spam and Store Confirmation

This may not be the right place to ask about this, but I don’t know where to ask :(, no one answered me from the android support team.

If someone knows a suitable place to ask this question, please elevate me where to ask.

this is an offer I don’t get. "Developers should also not try to change the placement of any Product on the Store by evaluating the application several times or by offering incentives to users to evaluate the application with higher or lower ratings."

Does this mean that if I offer a button to rate my application, then my application violates the content developer policy?

For example, if I have something similar to this image, it means that my application violates the policies of android developers.

You may have a button that allows people to rate the application, but you cannot bring them any benefits, which speaks of this line.
