How to set up an old iPhone for development testing?

I have older iPhone 3Gs and I just joined the Apple Developer Program. The phone is not active and I do not have a SIM card (the SIM card is in my current phone). I went through the provisioning portal and installed the certificates, but I cannot use it for development. I get an error: "This device is not activated, it must be activated before it is used with Xcode." When I try to activate the phone, it says "please insert a SIM card." I do not want to use the one that I have in my active phone ...

I know for sure that it should not be activated in order for the carrier to develop thanks to another question asked here. Is it possible to get a SIM card just to activate the phone so that I can check it? How else can I activate the phone?

Most motorists will provide you with a free SIM card (at least here in the UK they will). Rather, to try to work around this problem, the easiest solution would be to order a SIM card that you reserve for development.

Perhaps you can activate the phone by simply switching the SIM card from another phone to the activation process, but you may find it useful for testing if you have a SIM in your phone during development so that you can’t interrupt test calls, etc.

You do not need a SIM card to develop on the iPhone, but you need a SIM card to activate the device. Another option would be to jailbreak.
