The workaround (grant rights to all for workingsets.xml) does not work.

I have the same problem, on my system it was my antivirus (Windows crap), which denied access to the file. Allowed by placing the .metadata folder in ignore. Hope this helps, I know this is really annoying!

Temporarily disable the antivirus program.

I had a similar problem. The solution that worked for me is: run the .exe file that launches RAD. Right-click and run it as an administrator. Running as an administrator did not give any problems. Environment: Windows 7 Professional and RAD 8.0.1
