Access OS X to share screen with Windows PC

I'm not sure if Qaru is the right place for this question, but I'm trying to find a way to configure additional developers with access to our iMac so that they can use Xcode. So this is a programming issue.

I found that OS X supports screen sharing for each user , which allows additional users to delete files on the Mac login and use it without interrupting other users of the system, including those who physically use it. This sounds good to us since we only have one Mac. However, it looks like the remote client should also be a Mac. Does anyone have experience with this screen sharing for every user? And is it possible to access it from Windows 7? We mainly try to save on the purchase of additional Mac computers, if possible.

If screen sharing for each user cannot handle it, is there perhaps a way to run a VNC server on OS X that supports multiple sessions?
