Android Android App Already Installed on Every Android Phone

I am developing an Android application that will use C2DM . To use C2DM, a Gmail account must be logged on to the Android device .

I searched and found that if the Android Market app is installed, then the Gmail account is always registered . Therefore, we do not need to create a separate Gmail account and log in to this account to use C2DM.

So, is the Android Market app installed on all devices?

No market should be included in all applications, but I think that it is on more than 99% of all phones. Some custom drives, such as Cyanogen, do not come with a predefined market. But if Market is installed, this does not mean that the user also has a (active) GMail account.
